Quels indicateurs nous permettent de juger de cette somme ? Ne va-t-elle pas passer dans l\u2019avenir \u00e0 12 M\u20ac ?<\/span><\/p>\n<\/li>\n<\/ul>\n<p style=\"margin-bottom: 0cm; line-height: 100%;\"><span style=\"font-size: 12pt;\">Le pr\u00e9sident et sa vice-pr\u00e9sidente ont argument\u00e9 sur la transition \u00e9cologique, sur le travail s\u00e9rieux des services de la CMB (mais aussi sur la subvention \u00e0 obtenir en r\u00e9habilitant cette friche existante).<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"margin-bottom: 0cm; line-height: 100%;\"><span style=\"font-size: 12pt;\"><strong><span style=\"color: #ff0000;\">2- le pacte de gouvernance<\/span><\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"margin-bottom: 0cm; line-height: 100%;\"><span style=\"font-size: 12pt;\">Beaucoup de questions pos\u00e9es sur la prise en compte des remarques des conseils municipaux (qui se sont, ou doivent se prononcer).<\/span><\/p>\n<p style=\"margin-bottom: 0cm; line-height: 100%;\"><span style=\"font-size: 12pt;\">Sur le n\u00e9cessaire travail en commission sur ce texte.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"margin-bottom: 0cm; line-height: 100%;\"><span style=\"font-size: 12pt;\"><strong><span style=\"color: #ff0000;\">3- le litige et protocole d\u2019accord avec Quettreville<\/span><\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"margin-bottom: 0cm; line-height: 100%;\"><span style=\"font-size: 12pt;\">Sur ce point tr\u00e8s complexe et en partie technique\u00a0je retiens\u00a0:<\/span><\/p>\n<ul>\n<li style=\"line-height: 100%;\"><span style=\"font-size: 12pt;\">qu\u2019en 2017 des comp\u00e9tences ont \u00e9t\u00e9 transf\u00e9r\u00e9es des communes \u00e0 la CMB moyennant des attributions de compensations \u00e9quivalant aux frais d\u00e9pens\u00e9s par les communes auparavant pour assumer ces comp\u00e9tences.<\/span><\/li>\n<li style=\"line-height: 100%;\"><span style=\"font-size: 12pt;\">En 2018 la CMB s\u2019aper\u00e7oit d\u2019erreurs dans les chiffres fournis par Quettreville et demande correction.<\/span><\/li>\n<li style=\"line-height: 100%;\"><span style=\"font-size: 12pt;\">Quettreville refuse.<\/span><\/li>\n<li style=\"line-height: 100%;\"><span style=\"font-size: 12pt;\">160 000\u20ac par an sont bloqu\u00e9s (environ 500 000\u20ac depuis!),<\/span><\/li>\n<li style=\"line-height: 100%;\"><span style=\"font-size: 12pt;\">Quettreville attaque la CMB au tribunal administratif et obtient gain de cause. (La CMB aurait d\u00fb demander l\u2019avis et le vote du conseil municipal de Quettreville).<\/span><\/li>\n<\/ul>\n<p style=\"margin-bottom: 0cm; line-height: 100%;\"><span style=\"font-size: 12pt;\">Aujourd&rsquo;hui, un protocole d\u2019accord et d\u2019apaisement des tensions est sign\u00e9 entre la CMB et Quettreville :<\/span><\/p>\n<p style=\"margin-bottom: 0cm; line-height: 100%;\"><span style=\"font-size: 12pt;\">Les 500 000\u20ac restent \u00e0 Quettreville<\/span><\/p>\n<p style=\"margin-bottom: 0cm; line-height: 100%;\"><span style=\"font-size: 12pt;\">\u00e0 partir de 2022 Quettreville versera l\u2019attribution de compensation corrig\u00e9e de 160 000\u20ac\u00a0!<\/span><\/p>\n<p style=\"margin-bottom: 0cm; line-height: 100%;\"><span style=\"font-size: 12pt;\">Ce dossier est complexe : j\u2019invite les \u00e9lus de Quettreville notamment, \u00e0 nous donner des pr\u00e9cisions.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #ff0000; font-size: 12pt;\"><strong>D\u00e9mocratie !<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"margin-bottom: 0cm; line-height: 100%;\"><span style=\"font-size: 12pt;\">Le conseil a dur\u00e9 4 heures.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"margin-bottom: 0cm; line-height: 100%;\"><span style=\"font-size: 12pt;\">17 comptes budg\u00e9taires, 17 comptes administratifs et 17 affectations de r\u00e9sultats ont \u00e9t\u00e9 vot\u00e9s \u00e0 grande vitesse (\u00e0 la demande des \u00e9lus qui fatiguaient &#8230;moi le premier!) sans aucune remarque.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"margin-bottom: 0cm; line-height: 100%;\"><span style=\"font-size: 12pt;\">A la demande d\u2019un \u00e9lu en fin de s\u00e9ance de conna\u00eetre l\u2019heure de fin du prochain conseil, des applaudissements ayant retenti dans la salle, le pr\u00e9sident s\u2019est \u00e9tonn\u00e9 de voir des vice-pr\u00e9sident-es applaudir ! Selon lui le temps pass\u00e9 est au service des d\u00e9bats et donc de la d\u00e9mocratie.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"margin-bottom: 0cm; line-height: 100%;\"><span style=\"font-size:
