Il est vrai que l\u2019essentiel avait eu lieu lors du d\u00e9bat d\u2019orientations budg\u00e9taires (DOB) au pr\u00e9c\u00e9dent conseil mais tout de m\u00eame \u2026<\/li>\n<li><strong>Comment \u00eatre lucide tout au long de la s\u00e9ance ?<\/strong><\/li>\n<\/ul>\n<p><!--more--><\/p>\n<p>Deux points ont \u00e9t\u00e9 fortement critiqu\u00e9s &#8230;mais vot\u00e9s\u00a0 :<\/p>\n<h4><span style=\"color: #339966;\">point n\u00b03 &#8211; Vote des taux m\u00e9nages :<\/span><\/h4>\n<p>(<a href=\"https:\/\/drive.google.com\/file\/d\/1TcGCmrC0VG5j_4FES3u2-PcUfiNCYWHN\/view?usp=sharing\" target=\"_blank\" rel=\"noopener\">Voir la d\u00e9lib\u00e9ration ici<\/a>)<\/p>\n<p>Une augmentation de la taxe fonci\u00e8re (sur le b\u00e2ti et le non b\u00e2ti) de plus de 30 % (pr\u00e8s de 100\u20ac pour un foyer fiscal).<\/p>\n<p>J\u2019ai vot\u00e9 \u00ab\u00a0pour\u00a0\u00bb mais sans grande conviction\u00a0:<\/p>\n<ul>\n<li>sans dotation suffisante de l\u2019\u00e9tat, la communaut\u00e9 \u00e0 le choix ou de r\u00e9duire le service rendu (ce qu\u2019elle fait d\u00e9j\u00e0\u00a0: voir le 2<sup>e<\/sup> point ci-dessous) ou de trouver des ressources suppl\u00e9mentaires (augmenter la taxe fonci\u00e8re)<\/li>\n<li>en revanche il me semble que ce sont plut\u00f4t les attributions de compensations qu\u2019il faudrait revoir, mais cela semble peu envisageable (?)<\/li>\n<\/ul>\n<p><strong>10 contre<\/strong><br \/>\n<strong>9 abstentions<\/strong><\/p>\n<table class=\" aligncenter\" style=\"height: 142px; width: 85.3919%; border-collapse: collapse; background-color: #f5e8ae;\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><b>Attribution de compensation\u00a0: <\/b>lors de la cr\u00e9ation de la CMB en 2017, chaque commune a \u00e9valu\u00e9 les d\u00e9penses qu\u2019elle r\u00e9servait aux comp\u00e9tences susceptibles d\u2019\u00eatre transf\u00e9r\u00e9es \u00e0 la communaut\u00e9 de communes. Au total cela repr\u00e9sentait 1,9M d\u2019\u20ac.<br \/>\nOr depuis cette somme ne peut \u00eatre actualis\u00e9e sauf \u00e0 ce que les 49 communes acceptent une r\u00e9vision, ce qui semble inenvisageable.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h4><span style=\"color: #339966;\">point n\u00b0 57 &#8211; Transports scolaires RPI<\/span><\/h4>\n<p>(<a href=\"https:\/\/drive.google.com\/file\/d\/1XMxegjQgP3n8KgxqU7mIa6PX0KZIn1Ry\/view?usp=sharing\" target=\"_blank\" rel=\"noopener\">Voir la d\u00e9lib\u00e9ration ici<\/a>)<\/p>\n<p>Je suis intervenu (suivi par de nombreuses interventions) pour expliquer mon vote contre\u00a0:<\/p>\n<ul>\n<li>dire que je n\u2019\u00e9tais pas conseiller communautaire \u00e0 l\u2019\u00e9poque mais juge tr\u00e8s positive la d\u00e9cision de prendre en charge ces d\u00e9placements scolaires.<\/li>\n<li>que les probl\u00e8mes d\u2019\u00e9quit\u00e9 soulev\u00e9s par le pr\u00e9sident peuvent \u00eatre solutionn\u00e9s par le bas (payant pour tout le monde) ou par le haut (gratuit\u00e9 pour tous).<\/li>\n<li>que les parents n\u2019y sont pour rien dans le choix d\u2019organisation en RPI (regroupement p\u00e9dagogique intercommunal) sur plusieurs sites.<\/li>\n<li>Enfin qu\u2019il doit certainement y avoir moyen de r\u00e9soudre le probl\u00e8me des inscriptions d\u2019\u00e9l\u00e8ves ne prenant que tr\u00e8s rarement le car, par notamment une information volontariste faite aupr\u00e8s des parents.<\/li>\n<\/ul>\n<p>Apr\u00e8s de nombreuses interventions (parfois contradictoires!) le pr\u00e9sident a lanc\u00e9 le vote pour \u00ab\u00a0voir s\u2019il allait \u00eatre d\u00e9savou\u00e9\u00a0\u00bb)<\/p>\n<p><span style=\"color: #ff0000;\"><strong>24 contre<\/strong><\/span><br \/>\n<strong>12 abstentions<\/strong><br \/>\n<strong>37 pour<\/strong><\/p>\n<p>&nbsp;<\/p>\n<h4><span style=\"color: #339966;\">point n\u00b04 -Le budget de notre collectivit\u00e9<\/span><\/h4>\n<p>(<a href=\"https:\/\/drive.google.com\/file\/d\/14ddSW8E_32EC-uh5DtF2v5M4c0RXJZib\/view?usp=sharing\" target=\"_blank\" rel=\"noopener\">Voir la d\u00e9tail ici<\/a>)<\/p>\n<ul>\n<li>Fonctionnement<\/li>\n<li>Investissement<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>(voir l&rsquo;ordre du jour ici) 3H30 de conseil. 63 points \u00e0 l\u2019ordre du jour ! 35 d\u00e9lib\u00e9rations budg\u00e9taires vot\u00e9es \u00e0 grande vitesse !
